Title: Management Audit of the Department of Public Safety's Contracting for Prison Beds and Services Summary: This report responds to a request by the speaker of the House of Representatives and the president of the Senate asking the Auditor to exercise her authority to conduct a management audit that 1) focuses on the Department of Public Safety’s contracting for prison beds and services with non-Hawai‘i entities and 2) compares in-state and out-of state incarceration costs. The audit was undertaken pursuant to Section 23-4, Hawai‘i Revised Statutes (HRS) and Article VII, Section 10 of the Hawai‘i State Constitution, which requires the State Auditor to conduct post audits of the transactions, accounts, programs, and performance of all departments, offices, and agencies of the State of Hawai‘i and its political subdivisions. This report on the management audit of the Department of Public Safety focuses on contracting for prison beds and services with non-Hawai'i entities and compares in-state and out-of-state incarceration costs.
